In a dramatic move, Hari Prasad, Technical Coordinator of VeTA has
been arrested by Maharashtra Police this morning in Hyderabad at the
insistence of the Election Commission of India (ECI). The arrest was
made on the unsubstantiated and atrocious charge that the EVM used
for exposing EVM vulnerabilities was "stolen" when in fact it was
made available by a local official for research purposes. VeTA
condemns this vengeful action by the ECI and advises the ECI
restraint. In the past, the ECI had never taken any stringent action
when over a hundred (perhaps several hundreds) EVMs have been stolen
in various states.

VeTA condemns this intimidation tactics of the ECI. VeTA hopes saner
counsel will prevail in the ECI and it would go after criminals
hacking democracy and not those trying to save it by exposing EVM
vulnerabilities.

The latest move by the ECI to persecute the whistle blowers reveals
the "fascist" face of the Election Commission of India and its utter
incompetence in improving the voting system in the wake of exposure
of EVM vulnerabilities.

The arrest is contrary to the assurance by the ECI deputy election
commissioner Ashok Shukla at the workshop on trustworthy elections in
Washington D.C on August 9 when Prof. Alex Halderman, a co-researcher
who exposed EVM vulnerabilities along with Hari Prasad clashed with
him over the issue of police's questioning of Hari Prasad.

The good news is that Hari Prasad remains totally unfazed. He has in
fact declined to apply for an anticipatory bail to evade arrest as he
says, "we have done no wrong. We have done this (EVM exposure) in
public interest. We will face whatever are the consequences."

I would request all of you who disapprove of the ECI's intimidation
attempts to speak up against this brutal action.

I condemn the action of the ECI. Evidently, ECI has no sensitivity to
public interest. ECI has all the while conducted itself in a highly
non-transparent manner, which shows its intentions.

I hope that this will escalate the debate to a higher political
level. Unless this is done, India's democratic system will be at
risk.

Thank you all for your quick and unstinted support to Hari. Please do
circulate this in all mail groups or to people with interest in
safeguarding Indian democracy.

Lawyer defending Hari Prasad told me this morning, "your book on EVMs
was appropriately titled Democracy at Risk. With this action, the ECI
is trying to put 'Democracy in Jail.'"

Far from thwarting our plans to expose EVM vulnerabilities, these
actions by the ECI would only strengthen our resolve to fight for a
reformed voting system.

As some ex-election commissioners and ECI expert committee members
are part of the network, I would urge them to put sense into the
ECI’s current brass. They would be doing a service to protect the
dignity and integrity of the high constitutional body that they have
served.

I just had discussions with 2 deputy commissioners as well as
conveyed messages to the PAs of Dr. Quraishi and Mr. Sampath. The
message is similar to what was discussed at the Usenix Conference
that strong arm tactics is not the way to go but to address this
amicably with honesty. In addition, I also told them this action
will only increase the resolve of international community to expose
the EVMs in India worldwide. It will also encourage writing to
Election Watch bodies and Human Rights Commissions that Indians are
being cheated out of democracy with threats. I requested them to
restore dignity of the ECI and not become a laughing stock of the
world. All of them have been in general courteous and have agreed
to convey the message to the commissioners.

public interest. ECI has all the while conducted itself in a highly
non-transparent manner, which shows its intentions.
I hope that this will escalate the debate to a higher political

In a dramatic move, Hari Prasad, Technical Coordinator of VeTA has
been arrested by Maharashtra Police this morning in Hyderabad at the
insistence of the Election Commission of India (ECI). The arrest was
made on the unsubstantiated and atrocious charge that the EVM used
for exposing EVM vulnerabilities was "stolen" when in fact it was
made available by a local official for research purposes. VeTA
condemns this vengeful action by the ECI and advises the ECI
restraint. In the past, the ECI had never taken any stringent action
when over a hundred (perhaps several hundreds) EVMs have been stolen
in various states.
VeTA condemns this intimidation tactics of the ECI. VeTA hopes saner
counsel will prevail in the ECI and it would go after criminals
hacking democracy and not those trying to save it by exposing EVM
vulnerabilities.
The latest move by the ECI to persecute the whistle blowers reveals
the "fascist" face of the Election Commission of India and its utter
incompetence in improving the voting system in the wake of exposure
of EVM vulnerabilities.
The arrest is contrary to the assurance by the ECI deputy election
commissioner Ashok Shukla at the workshop on trustworthy elections in
Washington D.C on August 9 when Prof. Alex Halderman, a co-researcher
who exposed EVM vulnerabilities along with Hari Prasad clashed with
him over the issue of police's questioning of Hari Prasad.
The good news is that Hari Prasad remains totally unfazed. He has in
fact declined to apply for an anticipatory bail to evade arrest as he
says, "we have done no wrong. We have done this (EVM exposure) in
public interest. We will face whatever are the consequences."
I would request all of you who disapprove of the ECI's intimidation
attempts to speak up against this brutal action.

This move shows how desperate Election Commission of India is. They
lacked transparency from day one. This reminds me like watergate
cover up. ABRAHAM LINCOLN: You can fool some of the people all the

I just had discussions with 2 deputy commissioners as well as
conveyed messages to the PAs of Dr. Quraishi and Mr. Sampath. The
message is similar to what was discussed at the Usenix Conference
that strong arm tactics is not the way to go but to address this
amicably with honesty. In addition, I also told them this action
will only increase the resolve of international community to expose
the EVMs in India worldwide. It will also encourage writing to
Election Watch bodies and Human Rights Commissions that Indians are
being cheated out of democracy with threats. I requested them to
restore dignity of the ECI and not become a laughing stock of the
world. All of them have been in general courteous and have agreed
to convey the message to the commissioners.
