Maritime Domain on anvil to hone integrated response

Indraprasth aka New Delhi - Against the backdrop of the CAG punching
holes in the coastal security apparatus of the country and a merchant
vessel MV Pavit remaining undetected for more than 100 hours before
running aground off Mumbai coast, the Cabinet Committee on Security
(CCS) is likely to clear a scheme for effective sharing of
information and quick response by security forces in case of a
threat. It will be known as National Maritime Domain Awareness (MDA)
project.
The project worth about Rs 500 crore entails integrating inputs
provided by all the stakeholders in maritime security for quick
response during crisis time. There are nearly 13 agencies involved in
this endeavour, including the Navy, Coast Guard, State marine police,
department of fisheries, customs, port authorities, intelligence
agencies and other related organisations, sources said here on
Saturday.
The integration will see sharing of information through network-
centric operations and all the stakeholders will be linked through
computer network for acquiring and disseminating information in real
time to ensure quick response by security forces in case of a threat.
It can be a group of terrorists or pirates in a small boat or
unmanned merchant vessels loaded with explosives.
The concept of National MDA was approved by the National Committee
for Strengthening Maritime and Coastal Security last year and the
Navy has formulated a detailed project report for implementing it as
a national project.
The Navy is entrusted with the overall responsibility of securing the
maritime boundaries, Exclusive Economic Zone (EEZ) and coastal
security. The decision to hand over coastal security responsibility
was taken in early 2009 after terrorists carried out the daring 26/11
attack in Mumbai in 2008.
"The MDA is the mechanism for obtaining and integrating information
all activities in the seas around the country so as to bolster the
country's maritime and coastal security. In order to build a cohesive
MDA, information of vessel movements, crew, cargo, coastal and off-
shore infrastructure is necessary so that anomalies and
irregularities in these could be quickly discerned. Networking of
inputs from all concerned in MDA, therefore, is essential for and
fundamental to India's maritime security. An efficiently networked
MDA process will therefore make maritime domain more transparent,"
the MDA project report says.
Elaborating on the need for having MDA project, it said, "The seas
and ocean around us are used by multiple agencies for a variety of
economic endeavours. There is a significant increase in shipping,
exploration, offshore drilling and fishing activities. Knowledge of
these activities is primarily limited or restricted to the respective
agencies. MDA is the mechanism for obtaining and integrating
information about all activities in the seas around the country."
In fact, Navy chief Admiral Nirmal Verma recently said that improving
awareness of the maritime domain is key to maritime security. "I am
of the view that attaining awareness of the maritime domain is not a
localised action to be undertaken by a single agency, but one that
requires participation of many agencies at the national level,
including the Navy and Coast Guard, Government departments concerned
with maritime activities, Governments of coastal States and island
territories, law enforcement and intelligence agencies and other
stake holders in maritime security."
Verma said once implemented, integrated National MDA will enable
effective sharing of maritime related information among all
stakeholders, thereby leading to more informed decision making and
faster response by security agencies."
The Navy, meanwhile, has taken divided maritime security into three
parts. The first step involves satellite monitoring of all movements
in the seas around the country and sea lanes crucial for India's
trade.
The second tier comprises long-range aerial reconnaissance and the
Navy is in the process of acquiring eight P8-I long range aircraft
from the US through the foreign military sale route. The Navy will
also go in for medium range aerial reconnaissance aircraft and has
floated a global tender. Induction of unmanned aerial vehicles(UAV)
is the third tier of security and induction of these platforms is
already on, sources said.
