Mastermind of 13/7 blasts established extensive base of SIMI in
Jharkhand and West Bengal

Indraprasth aka New Delhi; Mumbai - While SIMI operative Manzar Imam
of Ranchi has emerged as the mastermind behind the Mumbai serial
blasts, leads gathered from Imam's associate and a key SIMI activist,
Danish Riyaz, during his ongoing interrogation by the intelligence
and investigative agencies pointed to the role of another SIMI leader
from West Bengal. Danish Riyaz was arrested last month from Baroda
and is presently undergoing judicial custody in Ahmedabad.

The agencies are also tracking former SIMI president Misbahul Islam
of Murshidabad for his role in the attack. They have emerged as
suspects following questioning of Danish. Manzar and Danish, both
from Ranchi, are suspected to have established extensive base of SIMI
in the eastern part of the country.

An NIA official also confirmed the central role of Manzar in the
blasts and said the attacks are suspected to have been executed by
SIMI operatives from Azamgarh who are still being tracked by the
investigators.

Key SIMI operatives from Jharkhand include Abrar and Tavrez of
Doranda Basti, Ranchi, Farhad Ansar of Chittarpur in Ramgarh district
and Saifuddin of Hazaribagh. Likewise, at least a dozen key suspects
owing allegiance to SIMI from West Bengal are under the scanner of
the security agencies. Other SIMI operatives being looked for the
Mumbai terror attacks include Aizaz of Malda, Noman Badr of Haldwani
and Hatif Iqbal of Balrampur.

"Manzar is emerging as a mastermind of the Mumbai blasts for his
suspected role in planning the execution. Analysis of the materials
gathered indicate major role of the SIMI leaders from the east. We
are now zeroing on those responsible for execution of the terror
plan," a senior official of the Multi-Agency Centre said without any
further elaboration.

While Manzar's role was earlier suspected in the Coimbatore blast
case, Danish was arrested in connection with the Ahmedabad blasts of
2008.

Their names as terror operatives had first cropped up during the
interrogation of top SIMI leadership, including Safdar Nagori, in
March 2008 by the Madhya Pradesh Police. Manzar is said to have
attended a training camp at Wagamon in Kerala and has links with
terror masterminds based in Pakistan. An NIA team had searched his
house on the wee hours of Friday. He has been evading the agencies
after he was questioned by the Hyderabad ATS last year.

Meanwhile, the agencies have sought assistance of the West Bengal
Police in tracking the suspects there, especially those who had
travelled to Mumbai from Kolkata and subsequently went underground
after the triple bombings in the financial capital on Wednesday.

In Mumbai, Maharashtra ATS chief Rakesh Maria said investigators had
"good leads" and the probe was moving in a "certain direction".

"We have good leads. I would not like to discuss with you what they
(the leads) are. But, I can confidently say that we have good leads
and the investigations are probably moving towards a certain
direction," Maria said, adding that the investigators were getting
the sketch of a suspect prepared.

Maria, who had successfully led several anti-terror investigations in
the past, dismissed the suicide bomber theory in the attacks, and
said, "Based on forensic opinion and visits to various sites, I think
we can now rule out possibility of the involvement of a suicide
bomber."

Maria disclosed that on the basis of an eyewitness account that they
got from one of the three blast locations, the investigators were
having the sketch of the one the suspects prepared by Saturday night
-- which the police would in likelihood release it to the media on
Sunday.

Queried specifically if the investigators felt that the underworld
might have had a role to play in Wednesday's blasts, Maria said: "The
underworld's hand in the blasts is being examined. Till we are able
to pinpoint so and so involved I do not think it would be fair on my
part to comment on that."

"We do have, through the CCTV footage, a photograph which needs more
verification. Our teams are on the job to identify as to who is that
individual.... the CCTV footage has a lot of grains so we are using
technical expertise to improve the quality of the image. I think in
about 24 to 48 hours we should be able to get a better image of that
individual," Maria said.

The ATS chief also said the scooter on which the IED was planted did
not belong to a suspect.

"Forensic opinion has already come. There is absolute unanimity among
the experts that ammonium nitrate has been used for the used. There
is absolute unanimity in digital timer and fuel oil. Experts after
much hard work have been able to retrieve from all three sites
certain portions of the metallic containers which were used to store
and carry out the blast," Maria said.

Replying to a question, Maria steadfastly declined to comment on the
group or organisation which might have executed the 13/7 blasts.
"Till this case is cracked and people behind the blasts are with
us... we will not say this or that outfit is involved in the blasts.
Let us first get the people connected with this case, then we will
tell you as to which outfit was behind the blasts," Maria said.

Maria said that the Maharashtra ATS and city crime branch sleuths
were working in close coordination with their counterparts in Uttar
Pradesh, West Bengal, New Delhi, Andhra Pradesh, Karnataka, Gujarat
and Rajasthan, as part of the investigations.

"We are in touch with the ATS and crime branch officials of various
states across the country and also the central agencies. An NIA team
is still camping here. I can assure you that we are making an all-out
effort to get to those behind the blasts.. All possibilities are
being examined. Our teams have fanned out to all states. We trying to
detect the case soon as possible," he said.

Maria said that the investigators were questioning the incarcerated
gangsters belonging to various terror modules to get some clues as to
the outfits that might have been behind Wednesday's blasts.

Maria said that the scanning of the CCTV footage collected from areas
around the three blast sites had been taking time.

The blasts at Zaveri Bazar, Opera House and Dadar had left 19 people
dead and injured over 130 persons.
