Panaji - Goa Chief Minister Manohar Parrikar on Tuesday
wondered if there was anyone at all who had the
capacity to arrest notorious criminal Dawood Ibrahim.
Parrikar who was speaking in response to a Calling
Attention Motion, also said that had Goas illegal mining
industry been allowed to function unhindered, then the
underworld don Dawood Ibrahim included would have
invested in it.
I dont know if anyone has the capacity of arresting
Dawood (Ibrahim). The Government of India has been trying
it for 25 years, Parrikar said.

Dawood Ibrahim (born Dawood Ibrahim Kaskar), is the head
of the organized crime syndicate D-Company in Mumbai. He
is currently on the wanted list of Interpol for organised
crime and counterfeiting.[1] He was No. 3 on the Forbes'
World's Top 10 most dreaded criminals list of 2011,
rising from the 4th position in 2008. [2] Indian
authorities have many times sent evidence to the
Pakistani government that Dawood Ibrahim lives in
Pakistan, but the government of Pakistan keeps denying
this allegation. On the 21st of March, 2013, the Supreme
Court of India observed that the conspirators of the 1993
Mumbai bomb blasts, including Dawood Ibrahim, are living
in Pakistan.

Dawood Ibrahim is accused of heading a vast and sprawling
illegal empire in and against India and Indians.After the
1993 Bombay bombings, which Ibrahim allegedly organized
and financed, he became India's most wanted man.[3]
According to the United States, Ibrahim maintained close
links with al-Qaeda's Osama Bin Laden.[4] As a
consequence, the United States declared Dawood Ibrahim a
"global terrorist" in 2003 and pursued the matter before
the United Nations in an attempt to freeze his assets
around the world and crack down on his operations. The
Bush administration has since imposed several sanctions
on Ibrahim and his associates.[5] Indian and Russian
intelligence agencies have pointed out Ibrahim's possible
involvement in several other terror attacks, including
the November 2008 Mumbai attacks,[6][7] as per
Interpol.[1]
