In this Idea Exchange moderated by Y P Rajesh (Resident Editor,
Mumbai), Maharashtra CM Prithviraj Chavan says the civic polls could
signal Sena's decline ahead of 2014

Y P Rajesh: Every time there is a new chief minister in Maharashtra,
within a year there is a crucial electoral challenge. Everybody is
talking of this set of elections (zilla parishad and urban civic
body) as a mini-Assembly election. How significant are these
elections for the party and for you personally?

They are quite important because almost 80 per cent of Maharashtra
would be voting in these polls including the December municipal
council polls. I term this Mumbai election a turning point in the
state because of our decision to go for an alliance with the NCP. I
was particularly insistent that we should not miss the opportunity we
missed in 2007 and must go for an alliance against communal forces.

The Sena's power comes from controlling the Mumbai corporation, a
very large corporation financially larger than almost 17 or 18
states. If we get the Sena out of power from Mumbai, their expansion
and continued presence in the rest of state becomes a question mark.
I have termed this election a UPA vs NDA election. If the Sena goes
out of power, there will be migration from the Sena to different
formations. It will spell the decline of the Shiv Sena. This is
primarily important for the Congress because we can weaken the
communal forces in the country. Maharashtra being a large state, it
is a good signal for the rest of the country.

More importantly, in 2014, the number of seats that BJP-Sena win in
the Lok Sabha is likely to be reduced if not completely gone. And
that is my objective in this election. I desperately want this
alliance to succeed.

The decline and decimation of Congress and NCP would have been
exposed in the earlier Assembly Elections itself but for the CEC
Navin Chawla, who had provided a time gap of about two-three weeks
from the date of polls to date of counting during which the EVM-s
could be tampered by remote control to manipulate the wins.

What was the need for the time-lag from polling to counting in this
electronic age when it could be completed within 24 hours? At best
counting could have started no sooner the EVM-s reached the local
headquarters from the booths within 24 hours? The recent Mumbai and
other Local board elections proved counting could be completed within
24 hours of polling and result announced immediately and Congress has
been virtuously wiped out.

In U.P. too the CEC has announced such a gap and Delhi High Court had
earlier accepted the tamperability of EVM-s and paper-balloting could
not be an alternative as it is cumbersome and prohibitively costly.
The Court did not consider the paper-trail confirmation proposed and
agreed in principle by the EC earlier as a viable alternative to
prevent tampering. Tampering of UP Elections is very likely to ensure
that the dynasty continues the hold on the respective constituencies
despite the clean sweep expected against the Congress.

The suggestions for removal of the batteries from EVM-s soon after
the polling was over until counting starts, and the electronic
jamming of signals at the storage location of the EVM-s after polls
to prevent remote controlled tampering increasing the no. of votes
polled for particular candidate was also not considered by the CEC.

In the light of these observations, the assertion of Jayanti
Natarajan "You could never come to power" looking at BJP spokesperson
in a TIMESNOW debate, should be taken seriously as UPA could still
win the elections in Constituencies where they want it badly, as
Chidambaram, who first accepted his defeat by 15,000 votes in
Sivaganga and walked out was declared elected later by intervention
of Navin Chawla and recounting twice bringing in fresh EVM-s to the
Centre in spite of objections from the polling agents on the spot,
and a helpless Gupta SEC looking away from this gross violation of
Election process. The case filed in Chennai High Court against this
win by Chidambaram is still to be heard- perhaps by 2014 when he has
to face the next poll?
